Safe Streets and Roads for All (SS4A)
The Transportation Comprehensive Safety Action Plan is a data‑driven roadmap to improve roadway safety and reduce serious injuries and fatalities throughout the City of Clinton. Developed through the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) program, the plan guides future safety investments, policies, and partnerships.
The plan is based on crash data analysis, public and stakeholder input, and Road Safety Audits conducted along Ohio Street (MO‑18) and 2nd Street (Business Route 13). It identifies priority safety strategies, recommended projects, and policy and process changes to improve safety for all roadway users.
A Council Resolution adopting the Transportation Comprehensive Safety Action Plan was approved by the Mayor and City Council on December 16, 2025. The plan also positions the City to pursue future state and federal transportation safety funding.

Next Steps
Following adoption, the City of Clinton will begin advancing priority safety improvements, coordinating with partner agencies, and seeking funding to implement the plan’s recommendations.
